When Hong Kong was a British Colony and later, a territory, defence was provided by the British military under the command of the Governor of Hong Kong who was ex officio Commander-in-chief.[75] When the People's Republic of China assumed sovereignty in 1997, the British barracks were replaced by a garrison of the People's Liberation Army, comprising ground, naval, and air forces, and under the command of the Chinese Central Military Commission.[12]

The Basic Law protects local civil affairs against interference by the garrison, and members of the garrison are subject to Hong Kong laws. The Hong Kong Government remains responsible for the maintenance of public order; however, it may ask the PRC government for help from the garrison in maintaining public order and in disaster relief. The PRC government is responsible for the costs of maintaining the garrison
